Commotes were districts under Norman rule, lying west of Offa's Dyke. They were subject to Welsh Laws and Customs, but outside the jurisdiction of the Hundred. These units were assessed for taxation and military service in carucates rather than hides. Due to the retaining of Welsh Law and Custom it is a possibility that these districts were created much earlier.
